Frozen water stays where it is, until it's no longer frozen. Liquid water moves and doesn't stay where it is. And when warm rain hits frozen water, that frozen water doesn't stay frozen.

What is the effect on hydro power? Dams can only hold so much water at a time. If it all arrives at once, they open spillways to let it through. If it comes over time, it can be held in behind the dam and used to generate electricity.

As it turns out, snow pack is an important reservoir, and less snow means less water in reserve.

I hope to retire one day.
