There aren't many religious people in the UK. You are seeing the issue through American eyes.
I see a lot of comments above suggesting that the funding would be better spent "insulating houses." I'm not from the UK - are there still a lot of homes there with "inadequate" insulation? What counts as "adequate"? Is it common to insulate the walls of homes in the UK? Do UK homes have basements and underfloor insulation? How about double glazing of windows?
I'm all for taking the "low-hanging-fruit" in terms of energy efficiency... I guess I just assumed this would have already been taken care of in the 1970s during the oil crisis?

UK houses have been insulated since the 70s. My parents had some foam sprayed between the bricks and insulation in the roof back then.
In the present day, most houses have this and most also double glazing.
