Searching where a license plate went is a legitimate law enforcement activity, if and only if there is an active case they are investigating that requires knowing where that license plate was. Searching for the license of every dark colored SUV within a 10 mile radius of a hit-and-run probably isn't a legitimate law enforcement activity, because people can and have been arrested for false positives. Similar arguments apply to facial recognition... cops are apparently SHOCKED that faces aren't as unique as fingerprints!
