Nope. You misrepresent the claim, which was: "Chinese AI is handicapped by training that has to conform with Chinese Communist Party doctrine and revisionist history."

Basically the Great Firewall carrying forward into the AI era for domestic use.
"The Great Firewall (GFW; Chinese: ; pinyin: Fánghu Cháng) is the combination of legislative actions and technologies enforced by the People's Republic of China to regulate the Internet domestically.[1] Its role in internet censorship in China is to block access to selected foreign websites and to slow down cross-border internet traffic."

China/s domestic AI will be handicapped since to solve a problem, one must accurately understand the problem. Domestic information control does not facilitate that.

You did nothing other than try to change to topic to international models outside the great firewall. And modest local models. These are both different things from the constrained domestically model described.

The real reason is that the city recalled their previous DA a few years ago because his progressive policies proved even too ridiculous even for extremely liberal San Francisco. The current DA is actually prosecuting criminals and more importantly charging some of the minors who were responsible for a lot of this crime (because they'd immediately be let out and just go right back to it) as adults which has made a big difference as well.

The feds cracking down on illegal immigration May had some effect as well. A lot of the crime in SF is criminal gangs with ties to other countries. Again this is largely a manner of targeting and removing the criminal element responsible for the majority of the crime. There are probably some other reasons beyond these as well, but those two are probably the main drivers.
