It would be as simple as an indepedent administrator that looks at public records. If someone is wrongfully arrested then the detective and judge who ordered the arrest get their score lowered. If a kid can create an automatic tracking bot for Elon Musk flights they can easily track wrongful arrests.

The Police officers and detectives need to have a public karma score based on being correct or making mistakes. They should be fired when the score goes negative.
