This is of course total BS. CERT (Computer Emergency Response Team) provided such a service. At least until the clammy hand of GOV got their hands on it in Feb 2023.

Jeffrey epstein was a "Pioneer" in collateralize debt obligations which caused the sub prime mortgage crisis and 2008 financial crisis!

It's call peering. you provide a back-up route for other companies and they in turn provide a back-up route for yours. Not acceptable having internet, phone, and TV services lost for several hours.
