European politicians may indeed be afraid of any, or indeed even all OSI layers, but I took the OPs post to mean "The Internet" as in its common usage today (eg Facebook). Alternatively, would EU politicians have outlawed TCP/IP if they understood what it was at the time? I'm guessing no but we'll never really be sure :-)

Exactly. This explains why the doctors keep writing conflicting prescriptions for my lady, they can't figure out how to use the software. I bet it would tell them there's a conflict if they knew how to find their ass with both hands and online help. Fucking terrifying.
