In w40k there is the idea of the dark age of technology, a time long ago from which all inventions and technology were made and left to the present day in the w40k universe. It is long ago, nobody understands how all these machines and technology actually work, they just use it, therefore they cannot invent anything new and can only maintain existing tech - badly, thru religion-like myths, dogma and insane rituals.
