The system corporations use for hiring is so unbelievably suboptimal and inefficient and unfair.... So I do believe that some government interference that goes to the very core of the capitalist system of commerce is necessary.
Common sense says that if companies don't train anyone, then the number of experienced people they can choose from is shrinking - not expanding. Yet the companies continue to expand. So they are hiring inexperienced people from somewhere. Where?
The system corporations use is not "sub-optimal" from their perspective - at least here in the US. After eliminating everyone local as "lacking experience", they are able to hire cheap from outside the country. Those people (or the "consulting" agencies they work for) will claim to have the required experience, but no one is actually going to check.
Government already has a part in this - the failure to enforce it's own laws. I'll never understand why people think that it's a good idea for governments to get involved in capitalism to fix problems caused by those governments in the first place.
