I don't know the history of how the Coast Guard was created, but I think that many would miss the Coast Guard if it were abolished. By the way, they are not part of Department of Defense except during time of declared war (then under the Navy). The Coast Guard saves many lives during mishaps at sea.

Ok, not thin air but rather political process. Same thing as far as the economics.

Try this thought experiment. Imagine the federal government came up with a lottery to give (no strings attached) $10,000,000 to the randomly chosen taxpayer. What would that lucky person do with the money? Buy some nice things (new house, new cars, boat, summer vacation house, new wardrobe, fine dining, etc.), take vacations, maybe quit their job, etc. Would this 1 person's windfall have a noticeable effect on the overall economy (for the entire country)? No, because it's a tiny drop in the bucket.

Now suppose that the federal government then decides it will give each and every taxpayer (based on previous year's tax filings) the same (no strings attached) $10,000,000. Assume the payouts get sent out to everyone within a 30 day window. What will those lucky individuals do? The first ones to get their money will do the same stuff (quit their job, buy new stuff, etc.). Once all the payments have gone out, everyone who doesn't love their job will have already quit their job. Who will then be working at the grocery store, driving the trucks, delivering the mail, picking up garbage, working in factories, etc? No one.

The luxury items will have all sold out during first week (sports cars, boats, vacation homes). Suppose you want to buy the boat but they're sold out. Guy running boat store has increased the price of the boats by 100x. Why? Because that's what they're now worth. The car dealer that still has the brand new BMW is now charing 1000x the original price. Why? Because that's what it's now worth. Who's working the grocery store and driving the trucks to deliver them to the store? No one will work at their previous pay rates, yet the public still needs to buy groceries. The solution? Grocery store now has to pay employee 100X of their previous pay. In order to cover the costs of the huge increase in employee costs, the grocery store now has to charge 100X higher prices for the goods. This phenomenon happens everywhere simultaneously. This is massive inflation and it's a guaranteed outcome. To get a real world view, read about what happened when Nazi Germany started printing more money.

You're correct in saying that using language X doesn't automatically result in benefit Y. However, I don't think it's unreasonable to anticipate and expect skilled developers when talking about industry use of a specific language. There will always be individual cases where a team goes off the rails with their language.
