I'm pretty sure the 3950 uses NUMA - just not in the same way as the AMD Opteron model. In the IBM X-architechture, the NUMA-node isn't just one socket (as in the AMD Opteron model), it is a module containing several sockets, with a NUMA interconnect bus. There is still local/remote memory.
