In my experience, the real reason why questions and answers are declining is because many questions have already been asked, and already have good answers.
It happens to me quite often that I find my question or a very similar one, with one or more excellent answers. So I have no reason to ask or answer more and I just upvote what I found useful.
Well, I'm surprised that they needed to do a research and write a paper about something so obvious. Of course I don't want to need a phone and scan a stupid QR code to just read a menu. Who wants that? Who asked for it?
A useful research could be to find out why some restaurants go that route. Were they just convinced by some marketing? Do they think it looks cool and trendy? Do they think it reduces their costs?
If they find an art gallery where they can tape their Project Banana on the wall, they might get rich with that idea. (ref)
Couldn't it also simply be because the Tik Tok users are a different category of people? Isn't TikTok mainly used by kids and teenagers who would never have heard of Tiananmen or Uyghurs, while Instagram may have a wider range of users?

I don't think "homegrown" is the main reason. What makes it suitable is that it is open source and can be self-hosted on your own servers. Or so they claim, at least. I have not found their source code, but haven't searched for it much either.
I was curious and wanted to look it up on Google maps. But I can't find anything looking like it in the video when I go on 15th avenue in San Francisco. A search in Google maps for the "Army hospital" in SF that you mention doesn't turn up anything either for me.

Exactly what I wanted to write when I saw the headline. But you did it already hours ago...
I have vaguely tried to use it a few times, but was also annoyed by it's verbosity and general weirdness. If I need to do something on Windows that is too complex or unpractical for cmd.exe (which is most things, actually), I usually end up starting Ubuntu in WSL and doing it Bash or Perl.
It's not only because it works on every platform. It's also sometimes the best solution, particularly for huge files or directories. If you need to transfer a 150 GB. file over an unreliable link, FTP is the only protocol that will work. Even if the link breaks at 99% in the transfer, you can resume the transfer.
