Uhm, not in the UK it isn't - there are no laws forbidding you from photographing or videoing the police while on duty....
Members of the public and the media do not need a permit to film or photograph in public places and police have no power to stop them filming or photographing incidents or police personnel.

Some people believe that broadband is a right. At the very least, it is a sign that we're not an undeveloped nation. Access to communication can help citizens become more informed and involved (whether it actually does is another question). Unfortunately, many people across the US have limited or no options.
