I am not aware of any instance where it has been tried. What has been tried in some cases is throwing a bone to the would-be parents. I am not aware of any society which has paid parents enough to afford good daycare, full health insurance for kids, and long term support like paying for kids' college. And for example daycare needs to be 7 am to 7 pm the full 7 days a week so parents could have a life while raising a kid. If all that is fully subsidized by the state then birth rates will go up. But the difference is steep. In the US the difference is between like a $500/years subsidy vs about $50K/year (and much more in practice, if you pay for health insurance and also once the associated inflation kicks in). I have never heard of any state dumping a decent yearly salary tax free at parents per child. But that's what it would take. Raising a child is a full time job and if the state is willing to pay for that then the parents would surely not mind producing the kid and being its guardians (making key decisions but crucially not putting in the key effort). The state also needs to pay for risks such a developmental disorders. Right now if a kid is not able to reach a high functioning state then the parents are on the hook. The state needs to remove that risk by assuring full payment for necessary care for the life of such a child. I could go on but I bet you could not name one state out there which offered even the above items (and that was just a short list for starters).
