That is a good question. I think Alan Turing was on the right track when he proposed using a conversation. However, the point should not be for the AGI to try to be human, but instead to be intelligent. When the AGI can answer any question intelligently, then the AGI probably is intelligent.

I did some calculations about dumping the Tritium at Fukushima into the ocean. There are 760 TBq of Tritium in the the Fukushima water. That is 20540 Ci (760e12/3.7e10). The EPA limit for drinking water is 20000 picoCuries/liter, or 2.0e-8 Ci/liter, so if you dilute the tritium in bit more than 1 trillion liters of water the water would be safe to drink (so far as tritium is concerned: 20540/2.0e-8). There are a trillion liters in a cubic kilometer, so even if you dumped all the water in at once as soon as you are a couple kilometers away from the dump site, the water would be within the safe drinking limit for humans (ignoring that fact that we can't drink salt water). So I think putting a controlled amount in the water (to keep the dose at the dump site reasonable) is fine. Also, tritium has a 12 year half life, so it will go away over time (so in 130 or so years there will be a thousandth of the tritium).

Most of these have public servers that people can use (jitsi has meet.jit.si and riot can be used with the matrix.org server). Being able to install your own server is a feature that is completely absent from most of the commercial systems.

The problem is that we don't know how to make friendly AI. As in at some point, Artificial Intelligences will be able to beat humans at any task, at which point, how do you make sure that they don't destroy humanity (possibly through indifference). Even if you don't care about humanity, how do you make sure they do something interesting with the universe?

No, there was no loophole with open-source systems. I emailed Technicolor and asked and was told no. (Technicolor is responsible for the Fraunhofer patents in the US.)

So far as I know this is the first time that a US company has said it is okay to have open source MP3 decoding. Ubuntu for example had MP3 decoding, but used a closed source decoder from Fluendo. Up until September 2015 there were patents that prevented this from happening.
