At its core, it condones what has previously been dubbed "IP-recovery," which would allow victims--both individuals, and organizations--to return digital-fire in the event of a network breach that leads to the theft of sensitive or privileged information.
Editorializing, I would think a proposal like this would land dead in the water, but given some recent, and "interesting" decisions coming from Congress and White House officials, I am not sure many can predict the momentum a hack-back mindset will take. It certainly puts America first.
