I work for an ISP. I know a fair amount about PCI compliance and credit card security on the web. We routinely receive online applications from IP addresses that are outside the U.S. (and sometimes inside the U.S.) that include what I suspect are stolen or bogus credit card numbers for various services; hosting, email, etc. We usually just trash these applications.
