I remember as a newbie college student, I tried to pay with a credit card because there was a credit card reader in the back, and the driver started screaming at me implying I should only pay with cash. Also, every time I called for a taxi, I would have to wait 30min and then call back a second time because they never showed up, and then wait another 30min. So I don't really feel sorry for taxi companies. The tech companies made it way better. I know how long they will get here. If they take the long route on purpose or got lost I can bring it up to customer service. I also tip my Lyft drivers with cash at the end of the trip.

A ideal method that would work is to have every smartphone install an app that continuously tracks location, similar to what Google does with its Google Timeline feature. COVID19 testing results would hook into this national tracking program. If someone got tested and they turned out positive, you can easily look into this database and see their locations for the past several days, and you can reach out to these people to inform them. And each of these people can be backtracked to see where and who they were in contact with, etc. Unfortunately nobody is going to allow some government or corporation to track their location like that.
