This thing is real. It is confirmed by the Microsoft Security Response Team and considered a top priorty.

The impact is that any Windows user that has PPTP on their client activated is vulnerable at least to crashing of their machine, maybe even executing code remotely.
The fact that Phion didn't generate any previous advisories doesn't mean that this one isn't real. It is a company primarily creating firewalls who discovered the vulnerability when they were integrating their products with the Microsoft PPTP Protocol.
