Thinking about each nation as a side makes no sense in context.

Bilateral talks have sides. It makes perfect sense. It doesn't make sense to pick a side like picking a sports team, but that doesn't mean there aren't two parties with opposing goals, ostensibly trying to reach a mutually beneficial agreement on a separate, shared goal.

This is a weird distinction without a difference.

One of the primary reasons SpaceX did not attempt orbital insertion prior to flight 14 is they wanted--and possibly, for licensing purposes, needed--higher confidence in the in-orbit relight capabilities. There are no hypergolics and the gas thrusters require intact tanks. If relight failed, deorbit would be completely uncontrolled. As recently as flight 12, the relight test was cancelled due to an engine out scenario.

From computer viruses to greatly accelerated bioweapons research to just shutting down your enemy's electrical grid, the applications are vast, and growing in capabilities daily.

If the US or China or any up and commers enter a full scale war, you better believe datacenters will be targeted. Another reason not to want them in our neighborhoods.
