Is this really a corner case, though? We have cars and electronics that are made of foreign parts and primarily assembled in the US. Are those considered American-made? No, as mentioned, those products must use a qualified statement. Assuming you could trust the budgeting, you could tax the foreign components that went into the film's production. I am sure that Weta FX doesn't work for free and that some monetary value is associated with their work.

It's probably so energy-intensive that it was not economically viable until very recently. Not to mention the EPA regulations that any sort of rare earth refining facility would need to meet in the US. I am not saying regulations are bad, I am just saying that China probably doesn't give a fart if they poison the surrounding area for hundreds of years.
