Why restrict yourself to jsut developiong countries.
Set the tarrif up so it covers any country above X tons per person and slowly reduce it.

It is much cheaper to build the solar panels on earth (including batteries) then trying to launch the panels from Earth, even under projected starship costs.
Now building a mine on the moon and launching from their to the Eath-Sun L1 point is a better idea.
