Interesting point, I would it formulate a bit differently,

when Microsoft issues a patch that is exploited just right after that,
then this patch did just cover up the vulnerability without either fixing the core problem, or introducing another vulnerability.

And here I would say Microsoft deserves the full blame,
because one thing that needs to be understood, is that there are many many talented people outthere doing reverse engineering, code analysis, as well as exploit creation, and just by the numbers China has naturally more of these.

I would not second this statement wholeheartedly, the united states due to their short existence have naturally a smaller cultural foot print, that's true.

However on the other hand, native americans have such a long spanning history, that is also being researched by historians, and sometimes is preserved by the survivers of a "genocide".

Even the dark spots of your history are part of the culutural heritage.

But also many americans have contributed to the contemporary cultural history, and also entering the world stage of literacy:

to name a few:
- Jack Kerouac
- Jack London
- Samuel L. Clemens

And often overlooked all in the world "Hollywood" a coining term for moving picture art, sometimes starting from "0" is the crystalization point for a huge creativity outbreak.

But sometimes countries need to endure periods of darkness, some times more than once, but culture and cultural heritage is a light in the darkness, and the end of the darkness can be a new beginning.
