Most illegal aliens get federal tax id numbers. Not valid ones, but most employers that would hire illegals don't make a habit of verifying - they're all 1099 based, not W-2 based, so the validity is irrelevant to the employer.
It'll be the same issue here - why would a credit card issuer need to check the validity? They're not with holding taxes, so as long as they have anything that just LOOKS valid, they'll accept it and go. Nobody is going to check.
