Doesn't it make the most sense to just require them to release the drawings? That way anyone can potentially make the parts out of anything.
It's not necessary, it could have the same or similar performance using a module if it was near enough to the SOC. But it would cost more, so you could reasonably say it's necessary to hit a cost target. And it would be larger. But apple doesn't pass the cost savings on to the customer, so only one of those arguments is reasonably compelling from the customer's viewpoint.
