Not so much a lazy-ass app developer as a lazy-ass (or click-baity) reporter. The South Australia government app (mySA GOV) to scan these QR codes ignores unofficial codes and gives you a warning: "Only QR codes from official COVID-safe plans can be scanned". The CovidSafe app they mentioned in the summary is the federal government one and that doesn't have any QR capability, it only does contact tracing.
However, this would catch people who aren't using the offical app and are just using their phone's QR scanner.

This gets brought out every election by the teachers union, it just lies through statistics.
Private schools get more Federal Government funding, and public schools get more State government funding. The state govements get the money for the schools from the federal government anyway.
See this link: http://www.acer.edu.au/documents/PolicyBriefs_Dowling07.pdf It is from 2004, but it shows that public schools get a average of $10,000 per student from the government and private schools get $6,000.
There is still an argument to be made that the public schools should get a bigger slice, but deliberately ignoring 90% of the funding for public schools isn't the way to argue it.

Other quantum systems to date have only been able to perform single, prescribed tasks. Other researchers say the system could be scaled up. 'The researchers ran each program 900 times. We are looking at centralizing this information in a directory service to minimize administrative overhead as we continue to grow. The service must support basic directory searches, as well as user authentication for Linux and Windows hosts. Although we are primarily a Linux shop, there are a handful of Windows systems that will be on a Windows Active Directory domain. Most directory servers seem to support integration with other directory servers, however it seems like it may be easiest to just use Active Directory for everything. Are there any pitfalls with this approach? If you had the chance to redesign your enterprise directory service without regard for legacy services, how would you do it?"
