Comment Difference between passive and active. (Score 1) 139

The problem is that the wind farms act as passive counter for radar, leaving blind spots that you have to constantly be watching out for.

Drone deployed screens would be an active counter - while it can interfere with getting a good signal, you can tell that something is happening outside of normal operations. And honestly we already have anti-radar deployed material - it is commonly referred to as chaff (and for larger target you are generally better off using jamming methods for active countermeasures)

Comment I predict that it will not matter. (Score 1) 333

It won't matter who is elected. All of the "parties" are too busy pandering to their supporters that they are incapable of actually leading the country.

Both sides want to spend far more money than they can actually bring in and expect someone down the road to pay the price. They are building a house of cards and sooner or later the house is going to collapse under it's own weight because nobody is actually looking to the future.

Comment Define market share. (Score 1) 39

The problem with taxing based on market share is coming up with a consistent way to define the market a company is in.

Even defining the market of a single product can be problematic. For example, an iPhone - does that belong in a portable computer market? the cellphone market? the smartphone market? The more narrowly you define the market the higher the market share of the product.

Then go further to the company - what "market" is Apple in?

Comment Difference between as a whole or as applied. (Score 1) 75

There are many laws on the books that have ways they could theoretically be applied that would be unconstitutional, but that have a large number of cases where the law is completely within constitutional bounds.

The lower courts judged the law as being unconstitutional on it's face - meaning that all applications of the law are unconstitutional. But they did so while only actually looking at how the law applies to a small group. The Supreme court wants the lower court to go back and actually look into if there are uses of the law that would be constitutional and if they constitute a major use of the law.

The unconstitutional uses of the law are unconstitutional in either case, but it matters as to if the law is completely struck down or only rendered null in these specific cases.

Go may not be solved, but it has beaten some of the strongest human players out there - they did find a weakness that allowed the human player to trounce the computer go using a strange strategy that you would never use unless playing against that computer - and it required sending AI adversaries against the AI to find the weakness.

Comment One of the inherent issues with treaties... (Score 1) 221

One of the fun things about treaties (like the one banning anti-personnel mines) is that they only bind the countries that join on the treaty.

In this case, Ukraine did sign onto that treaty - but Russia never did. Which would be why there is an official investigation about some Ukrainians using captured Russian weapons - while Russia continues to use them with impunity.

Some of the people who joined it early certainly wanted to make a difference - I know CohhCarnage was one of the original members of the council and wound up quitting because of major amounts of drama on the council and Twitch basically ignoring the recommendations of the council.

Arizona does have laws requiring all municipalities in the state to have plans detailing how they will have water for at least 100 years before they are allowed to develop.
