This is an attempt to pivot to Asia (much as Obama tried to do at the tail end of his second administration) -- in this case the move is to appease Russia with the hopes of driving a wedge into the Sino-Soviet alliance as the US begins to ramp up the war cry against China.
I don't think it will be a successful strategy as I think geographical proximity will keep Russia leaning more towards China than the US, but this is the underlying logic. As regards Trump, I do think people assign to him a lot of more sophisticated thinking than he has ever exhibited -- he always likes the strongman archetype (he has shown love towards Putin, yes, but also Xi Jinping, Kim Jong-un, Viktor Orban, & others) and he is very easily swayed by anyone who flatters him. All it appears to really take is to talk money, give him compliments, and then feed him the policy/rhetoric you want and he will go out there and champion it.
