When I had a battery door on my phone, I had more than one battery, and an independent battery charger. The charger could charge my battery slowly and massage it, so it retained the best battery life. If I'm paying someone to change my battery, why not pay them to install a kit so I have a charger, a couple of batteries and a battery door on my phone?

So, you need 27. The list of states without two Republican Senators that haven't yet voted on it are: AZ, CA, CO, HI, IL, ME, MI, MN, NM, NV, OR, WA, WI States with two Republican Senators that previously approved it are: KY, NC, SC. I could see KY and SC voting to overturn their previous vote if it looked close. States without two Republican Senators that previously voted against it are: CT, DE, GA, MA. I don't see GA overturning their previous vote, and CT and MA are both small states with > 3 billionaires per million people. Alaska does ranked choice voting, and Nebraska does proportional electors, so they might try something different. Good luck getting to 27.

An amendment isn't necessary. The current size of the house of representatives is set by The Reapportionment Act of 1929 and previously by The Apportionment Act of 1911. Both are federal laws passed by congress and can be overridden by another federal law passed by congress. The Penrose Method has been proposed as a better way of determining the size of the House of Representatives and would bring the number of representatives up to almost 4 times the current number. It could be put into place by a simple act of congress. I'm certainly not saying the odds of that are good, but they're better than for passing a constitutional amendment. And, once the House of Representatives gets bigger, I doubt it will vote itself smaller afterwards.
