It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." Yep, and almost all of those are Executive Orders which means from the desk of the POTUS, and not condoned officially by Congress, even if they do uphold his right to limited use of them. But all agencies with appointees are expected to honor these EOs, so it's really about what the POTUS has asked the agencies to do.
Quite scary.
Then there's the expectation to have a second "on demand" ready reserve (I don't care if it's spun as health-care professionals, look at the groups listed, some of them could as eas

The Presidential powers are clearly extra constitutional. Many of these EO's are "cold war" era - but the Shrub's team cleared away any pesky Judicial barriers to the exercise of this power. Obama exists mainly to put-to-rest the notion that this belongs to a party or faction - by backing, entirely, the Bush-era supports for a "Unitary Executive".
The trap closes slowly. This has been in motion since Johnston, at least. It began in earnest c 1980 - concurrent with the Reagan corporate puppetocracy.
