Article says father had Google Fi and the mother texted the photos to her iPhone. That's another path it went through Google's servers. Maybe other carriers do the same, but at worst you lose your phone number. In the case of Google, you lose everything tied to your Google account, emails, phones, domains, books, movies, logins to third party sites tied to your now lost email, authenticator 2FA, photos, documents were there's really no such thing as an "offline" account.
People rely on Google and it's OK if Google no longer wants to provide the service, but there should be a transition to get your data and access to services one relies upon. Google makes too many mistakes and never seems to learn from them. I'm off to do a Google Takeout of all my stuff now..
