On a side note why isn't "do not cache" part of the standard already, seems like that should have been one of the first features suggested forever ago when people started to care about security.

Why not leave it and then force disable and if someone needs it they can go to about:config and turn it back on? That first day would be annoying for people who use FTP, but they can turn it back on and everyone can go on with their lives.
