You know, one of the biggest social problems we have today was caused by Reagan shutting down mental hospitals in his first term. If we really cared about the homeless they'd get picked up, showered off, given clean clothes, forced to go drug free, and provided with mental health care. Those capable of getting back on their feet can be helped to get a job and basic housing, the truly mentally ill can stay there, for life if necessary.
Providing them free housing and no services won't fix a damned thing.
This is transcendent stuff. To summarize: Reagan took away public care of the homeless, bad. Public care of the homeless, bad. Your head has stretched your chief end wide enough to fit the entire fence. Also, the first part of your post is glamorizing people bravely starving for some Scrooge's bottom line.
We should take your "Reagan Bad" argument and go back to (?) having more social services and community. If this means we take money or resources from those that have lots of empty property, that seems reasonable. Also, it can benefit our same benevolent overlords by keeping the rest of their property from being overrun by the increasing populations of desperate people, likely at a lower overall cost than paying the police to chase them around every day.
