I made a phone call over CarPlay while driving and found I couldn’t interact with the large phone buttons on the screen. A few days later, I used Maps for navigation and wanted to change the view to see the overall route, which involved tapping a small button on the map screen, which CarPlay allowed me to do.
CarPlay screens should not be touch screens, they should be controlled by a knob which navigates the screen like VoiceOver, highlighting each element, optionally announcing the name of the element, push the knob to tap.

It's weird that you say something is lightyears ahead of something else because it is backwards compatible. While this may make Samsung pay more useful, I don't think it represents any technical breakthrough on their part, but rather an intentional choice to make their product more useful. I'm not sure how much more useful, since the magnetic terminals are supposed to be phased out already (IIRC).

Without knowing the GS/contractor divide at OPM, it's hard to say who is ultimately to blame. If OPM gave carte blanche to the contractor, the latter is generally the one at fault. If the government micro managed the contract and ignored suggestions, the blame is back with them.
