What happened was that during the election debates, that "famously right wing President" talked about creating a new vaccine super fast by cutting out all the red tape and in a response to that the rival "left" wing vice president candidate replied that they would be extremely skeptical about such a vaccine. Then in the end the "famously right wing President" thankfully didn't cut any of the red tape but instead handed out funds in advance letting companies cut out the part of their internal red tape that is about "not putting to much investment into something that might not end up being worth it".
