The Registration Authority for Memory (RAM) is an international body where you can register your sticks of memory. By registering the memory, the authority can keep track of what each page is being used for, what program it's assigned to etc. This means that swapping applications in and out is quicker. With modern internet-connected servers, you can even apply to the Registration Authority for a copy of a page of memory, if your copy has become corrupted, or you want to restore it to another servers.

It depends on your CPU scheduler and your throttling algorithm, too.

I run BOINC on linux. BOINC is "niced" to have an idle priority, meaning that CPU time is only granted to it if there's nothing better to be doing. In addition, I used the on-demand frequency governor which I have instructed to ignore "niced" processes when determining whether to spin up the CPU.

As a result, yes, BOINC only uses spare CPU cycles and not too many of them, either.

According to an article on the Tucson Citizen, Niklas Zennstrom (co-creator of Skype) has talked about two new versions of the Skype software in development: "Skype Plus" which will accept phonecalls from regular telephone lines, and "SkypeOut" which allows phonecalls out to regular telephone lines. Journal Journal: Submitted: Microsoft/OD2 Not Honoring Digital Music Refunds?

When Microsoft and OD2 started digitally selling music in the UK, I signed up immediately and downloaded my first track that night -- a 'temporary' download, with DRM to prevent copying and CD burning. The audio quality was disappointing; I'm no audiophile, but I listened to the track through exactly the same hardware that I listen to my Ogged CDs with, and the audio was definately "muddier" than my own rips.

The BBC is reporting that organised crime is a bigger threat to the RIAA's profits than the P2P networks. According to the International Federation of the Phonographic Industry, pirate CD sales have doubled in the past 3 years, and now every third CD sold is illegal. Journal Journal: United States Residents only

Just in case anyone was curious... To answer my own question, Arizona (along with the other mentioned States) residents cannot enter the competition because the law prohibits sweepstakes with a playing fee. The fee, in this case, is the design submitted.
