While government is not perfect, to say that it waste's all it collects is absurd and frankly doesn't exhibit much intelligence. Some of the most efficient organizations in our country are government (social security, medicare, etc) institutions. I suppose all government workers are slackers too? It depends on your definition of complex system. Is it any system wherein linearity no longer holds true or is a predictive facet that defines a system or function as complex? I've always found it advantageous to not rush to judgment.
