Exactly. If you're running a monopoly (customers cannot choose their water provider) you're never going to make major investments that hit your bottom line.

Now the scientific community has a real chance at bringing forward in-depth cross-referenced research and answer back to all those "un-scientific" beliefs circulting in this mis-informed, biased circle of selfish money-grabbing ancient business models. All on record and destined to jurisprudence.

The business plan therefore is to grab content for free, digest it, then provide the resulting service for a fee?
Or pay for the input content and charge more/a lot for the service?
In other words, the business plan doesn't hold water so the only option is to lobby government and public opinion.

Do builders buy bricks, mortar, pickaxes and spades or do they produce everything from scratch, scraping the raw materials from mines and forests?

A state has the right to propose an interest cap to protect vulnerable citizens from usury. However, interest rates are clearly stated in contracts, and the simplest way to avoid them is to spend only what you can afford without going into debt.
The US can impose levies on China, Mexico, Canada and just about anyone else... but the EU can't do it on US corporations???
